6.1. Entrants to study for higher education submit applications:
only in electronic form, except for the cases specified in this clause;
only in paper form:
to exercise the right to admission through an individual oral interview (in the event that the applicant does not have at least one of the 2019-2021 ZNO certificates or scores of the national multi-subject test) in accordance with the Admission Rules;
to exercise the right to repeat free education with budget funds in accordance with the Admission Rules;
in the event of discrepancies in the data of the entrant to EDEBO (surname, first name, patronymic (if available), date of birth, gender, citizenship, etc.) and in the corresponding document on previously acquired education and in the database of participants of the national multi-subject test, formed on the basis of databases of participants of external independent evaluation, certificates of external independent evaluation;
in case of submission of a foreign document on education;
in case of submission of documents by foreigners and stateless persons;
in case of submission of a document on previously acquired education, issued before the introduction of photopolymer technologies for their production;
in the case of submitting an application after the end of the working hours of electronic offices;
to exercise the right to award additional points provided for in the eleventh paragraph of subparagraph 1 of item 9 of Chapter VII of the Admission Procedure;
if it is impossible to register an electronic office or submit an application in electronic form for other reasons, which is confirmed by a certificate from the admissions committee of a higher education institution.
Entrants specified in the fourth paragraph of this item may submit applications in electronic form with the subsequent submission of documents confirming the right to enter through an individual oral interview, which must be submitted within the application deadline, in accordance with the Admission Rules.
In order to exercise the right to admission based on the results of an individual oral interview in competitive subjects at a higher education institution and/or quota-1 (provided that at least one ZNO certificate is available), the entrant must personally submit the original document(s) before submitting the application in electronic form. confirming the entrant's right to special conditions for participation in the competitive selection, to the admissions committee of one of the selected institutions of higher education.
Entrants can submit up to five applications for state and regional order places in fixed and open tenders, and up to twenty applications for non-budget tenders.
6.2. The application in electronic form is submitted by the entrant by filling out the electronic form online and is considered by the admission committee of the HPM in accordance with the procedure established by the law.
GIIM creates consultation centers at the admissions commissions to provide assistance to entrants when submitting applications in electronic form.
Entrants can contact the consultation center of any institution of higher education for the purpose of creating an electronic office, submitting applications in electronic form.
6.3. The entrant submits the application in paper form in person to the admissions committee of the HPM. The information of each application is registered in paper form by an authorized person of the admissions commission in the EDEBO on the day of acceptance of the application.
6.4. In the application, entrants indicate the tender offer indicating the specialty (subject specialty, specialization, educational program(s)) and form of education.
When submitting applications for open and fixed competitive offers, entrants must specify one of the following options:
"I apply to participate in the competition for a place of state or regional order and to participate in the competition for places at the expense of individuals and/or legal entities in the event of not receiving a recommendation for this competitive proposal at the expense of the state or local budget (at the expense of the state or regional order)";
"I apply to participate in the competition exclusively for places at the expense of individuals and/or legal entities, informed about the impossibility of transfer within the framework of the admission campaign to places of state or regional order."
When submitting applications for a non-budget tender proposal, entrants claim to participate in the competition exclusively for places at the expense of individuals and/or legal entities and are warned about the impossibility of transfer within the framework of the admission campaign to places of state or regional order, in the applications they specify:
"I apply to participate in the competition exclusively for places at the expense of individuals and/or legal entities, informed about the impossibility of transfer within the framework of the admission campaign to places of state or regional order."
Entrants to obtain a bachelor’s degree on the basis of a complete general secondary education and entrants to obtain a master’s degree on the basis of a bachelor’s degree, master’s degree (educational and qualification level of a specialist) in specialties 081 “Law” and 293 “International Law” applying for places in the state or regional order for full-time or part-time education, its priority is indicated in each application; while the priority indicator 1 (one) means the highest priority.
The priority of applications specified by the entrant cannot be changed.
Entrants submit separate applications to participate in the competition for admission to various forms of education.
6.5. When submitting an application in paper form, the entrant personally presents the originals:
a document (one of the documents) certifying a person, provided for by the Law of Ukraine "On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, certifying a person or his special status";
military registration document (for conscripts – a military ticket or a temporary certificate of a conscript, and for conscripts – a certificate of registration at conscription stations);
a document (of the state model) about the previously obtained educational (educational and qualification) level, on the basis of which the admission is made, if the information about it is not stored in the Unified State Electronic Database for Education;
documents confirming the entrant's right to enrollment based on an individual oral interview, to participate in a competition based on the results of an individual oral interview and/or quota-1, quota-2 based on complete general secondary education, to participate in a competition based on an individual oral interview during admission to obtain a master's degree on the basis of a bachelor's degree, a master's degree (educational qualification level of a specialist) instead of a master's test of educational competence or a master's complex test.
Entrants who live in the temporarily occupied territory of Ukraine or moved from it after January 1, 2022, as well as entrants who live in territories where state authorities temporarily do not exercise their powers, submit documents taking into account the features provided for by Order No. 271.
If, for objective reasons, the document on the obtained educational (educational and qualification) level is not available, a certificate from the state enterprise "Inforesurs" on its acquisition can be submitted, in particular without submitting an appendix to the document on the obtained educational (educational and qualification) level.
6.6. To the application submitted in paper form, the entrant adds:
a copy of the document (one of the documents) certifying the person, provided for by the Law of Ukraine "On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, certifying the person or his special status";
military registration document (for conscripts – a military ticket or a temporary certificate of a conscript, and for conscripts – a certificate of registration at conscription stations);
a copy of the document (state model) about the previously obtained educational (educational and qualification) level, on the basis of which the admission is made, if the information about it is not stored in the Unified State Electronic Database on Education;
four 3x4 cm color photos.
To participate in an individual oral interview, a creative competition based on a complete general secondary education, in addition to the application for participation (in electronic or paper form in the form determined by the admissions committee of the institution of higher education), entrants submit a copy of an identity document; a photo card measuring 3 x 4 cm (1 MB for photo cards in electronic form); a certificate from the educational institution on completion of general secondary education in case of lack of information about the obtained document on complete general secondary education at the EDEBO, a copy of the document confirming the entrant's right to participate in an individual oral interview. Submission of other documents by entrants for participation in an individual oral interview, creative competition is not mandatory.
For entrants who have to undergo an individual oral interview or a creative competition, the institution of higher education can conduct electronic registration for participation in them, provided that the entrant submits scanned copies (photocopies) of documents.
Entrants who pass individual oral interviews, professional exams, and creative contests are allowed to participate in them if they have an original identity document, an original document confirming the entrant's right to participate in an individual oral interview, and an examination sheet with a photo card.
The entrant submits other copies of documents, if this is caused by the special conditions for entering the relevant tenders established by law, within the time limits set for receiving documents.
6.7. Copies of documents certifying the grounds for obtaining special conditions for enrollment based on an individual oral interview, for participation in the competition based on the results of an individual oral interview and/or quota-1, quota-2 based on complete general secondary education, special conditions for participation in the competition for based on the results of an individual oral interview during admission to the master's degree on the basis of the obtained bachelor's degree, master's degree (educational and qualification level of a specialist), the entrant submits in person during the submission of documents in paper form in the terms determined by this Procedure or in accordance with it. Documents not submitted in a timely manner certifying the grounds for obtaining special conditions for enrollment after an interview, for participation in the competition based on the results of an individual oral interview and/or quota-1, quota-2 based on a complete general secondary education, make their implementation impossible.
6.8. Copies of documents certifying the grounds for obtaining special conditions by a person who is enrolled in studies at the expense of individuals and/or legal entities, for transfer to vacant positions of the state (regional) order, the entrant submits in person at the same time as fulfilling the requirements for enrollment in positions at the expense of individuals and /or legal entities.
Lately submitted documents certifying the grounds for obtaining special conditions for transfer to vacant positions of the state (regional) order are considered by the admission commissions and relevant state (regional) customers within the limits of the remaining budget positions.
6.9. Copies of documents, except for an identity document and a military registration document, are certified by the admissions committee of the HPM. Copies of documents without presenting the originals will not be accepted.
7.2. Competitive selection is carried out on the basis of the competitive score (consideration of motivation letters), which is calculated in accordance with the Admission Rules.
7.3. For the competitive selection of persons who, on the basis of a complete general secondary education, enter the first course to obtain a bachelor's degree, the following are enrolled:
scores of the national multi-subject test in the Ukrainian language (first subject), mathematics (second subject) and history of Ukraine (third subject),
or external independent assessment scores of 2019-2021 from three competitive subjects (in any combination) provided by us for admission in one of these years for the relevant specialty (specialization, subject specialty, competitive proposal) and source of funding,
or only creative competition for the specialties for which it is held,
or an entrance exam for foreigners (the subjects are determined by the admission).
The results of the 2019-2021 external independent assessment of the Ukrainian language and literature/Ukrainian language, mathematics and/or history of Ukraine may, at the applicant's request, be counted instead of the relevant subjects of the national multi-subject test, if the difference in the scores of the national multi-subject test and the external independent assessment of the relevant subject does not exceed 15 points.
In the cases provided by the Rules, the results of an individual oral interview on the same subjects are counted instead of the national multi-subject test.
For the competitive selection of people for places at the expense of individuals or legal entities who, on the basis of a complete general secondary education, enter the first course to obtain a bachelor's degree (master's degree in veterinary field) (except for specialties in the fields of knowledge 05 "Social and behavioral sciences", 06 "Journalism" , 07 "Management and administration", 08 "Law", 12 "Information technologies", 22 "Health care", 24 "Service sector", 28 "Public management and administration", 29 "International relations", specialties 035 " Philology" (with the exception of specializations in Ukrainian, Crimean-Tatar language and literature, folkloristics)) and specialties for which a creative competition is planned, in accordance with the Admission Rules, only the results of consideration of motivational letters can be used.
7.5. For the competitive selection of persons who, on the basis of a bachelor's degree, a master's degree (educational and qualification level of a specialist), enroll in studies to obtain a master's degree, are enrolled:
1) for admission to the specialties of fields of knowledge 05 "Social and behavioral sciences", 06 "Journalism", 07 "Management and administration", 28 "Public management and administration", 29 "International relations" (except specialty 293 "International law") :
the results of the master's test of educational competence and the professional exam, or the results of the entrance exam for foreigners in the specialty and a foreign language.
In the cases stipulated by these Rules, instead of the results of the master's test of educational competence, the results of an individual oral interview in a foreign language are used;
2) for admission to other specialties:
the results of a professional exam when entering a state or regional order;
the results of the professional exam or only the results of the review of motivation letters (in accordance with the Admission Rules) when applying for places at the expense of individuals or legal entities;
or the results of the entrance exam for foreigners in the field.
7.9. The minimum value of the number of points from the entrance tests for admission on the basis of a complete general secondary education is 100 points, but for admission to the competition for the places of the state order, the competitive score must be at least 125,000.
7.12. Persons who without valid reasons (recognized as such by the decision of the Admissions Committee) did not appear for the entrance tests at the time specified in the schedule, persons whose knowledge was assessed with scores below the minimum value set by us for admission, as well as persons who collected documents after the end date acceptance of documents, participation in subsequent entrance tests and competitive selection are not allowed. Retaking entrance exams is not allowed.
7.15. By the decision of the admissions committee, the results of the entrance exam in a competitive subject for admission to a certain competitive offer may be counted upon the applicant's application to participate in the competitive selection for another competitive offer at this institution of higher education.
8.1. The special conditions for participation in competitive selection during admission to higher education based on complete general secondary education are:
enrollment based on a positive assessment of an individual oral interview or a creative competition;
participation in the competitive selection based on the results of an individual oral interview instead of the national multi-subject test and/or quota-1, quota-2.
Special conditions for participation in the competitive selection during admission based on the educational and qualification level of a junior specialist, educational and professional degree of a professional junior bachelor, educational degree of a junior bachelor are participation in the competitive selection based on the results of an individual oral interview instead of a national multi-subject test.
Special conditions for participation in the competitive selection during admission based on the obtained bachelor's, master's degree (educational qualification level of a specialist) are participation in the competitive selection based on the results of an individual oral interview instead of the master's test of educational competence or the master's comprehensive test.
Special conditions for obtaining higher education at the expense of the state or local budget (by state or regional order) on the basis of a complete general secondary education are:
enrollment based on the results of a positive assessment of an individual oral interview or a creative competition, quota-1, quota-2 for places of state or regional order;
transfer of persons to vacant positions of the state or regional order in the cases provided for by this Procedure, if they are enrolled in studies using other sources of funding for an open or fixed competitive offer.
Information about persons who have the right to special conditions for participation in the competitive selection during admission is entered in the EDEBO (with the addition of scanned copies of documents confirming these rights).
8.2. Entrance tests are held in the form of an individual oral interview or a creative competition, and in the case of a positive evaluation, they are recommended for enrollment in higher education based on complete general secondary education or the educational and qualification level of a junior specialist, educational and professional junior bachelor’s degree, junior bachelor’s educational degree with the funds of the state or local budget (by state or regional order) (unless the application states: "I am applying for participation in the competition exclusively for places at the expense of individuals and/or legal entities, notified of the impossibility of transfer within the scope of the admission campaign for places state or regional order"):
persons with disabilities due to war in accordance with Article 7 of the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection" (in particular, based on the educational and qualification level of junior specialist, educational and professional degree of professional junior bachelor, educational degree of junior bachelor);
persons to whom the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" has granted the right to admission without exams to state institutions of higher education based on the results of an interview;
persons with disabilities who are unable to attend an educational institution (on the recommendation of public health and social protection authorities).
For these categories of entrants, an individual oral interview can be conducted remotely at the decision of the higher education institution.
8.3. Entrance tests can be taken in the form of an individual oral interview instead of a national multi-subject test, and if the number of points for each of the subjects is not less than the minimum level established by the institution of higher education, they are allowed to participate in the competitive selection during admission to higher education based on the full general average education or educational and qualification level of a junior specialist, educational and professional degree of a professional junior bachelor, educational degree of a junior bachelor:
persons recognized as injured participants of the Revolution of Dignity, participants in hostilities in accordance with the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection", in particular those of them who are undergoing military service (except conscripts) in the manner determined by the relevant provisions on the passage military service by citizens of Ukraine.
persons who, according to the decision of the regulatory commission at the regional center for the assessment of the quality of education, were denied registration to participate in the external independent evaluation in 2022 due to the impossibility of creating special (special) conditions (on the condition that a copy of the medical report in the form of the primary accounting report is submitted to the admissions committee of the institution of higher education documentation No. 086-3/o "Medical opinion on the creation of special (special) conditions for passing an external independent assessment", approved by the order of the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine dated August 29, 2016 No. 1027/900 "Some issues participation in external independent assessment and entrance exams of persons with certain diseases and/or pathological conditions, disabilities", registered with the Ministry of Justice of Ukraine on December 27, 2016 under No. 1707/29837, certified by the signature of the secretary of the regulatory commission at the regional center for evaluating the quality of education and the seal of the regional center of assessment assessment of the quality of education, and the corresponding extract from the protocol of the meeting of the regulatory commission at the regional center for assessing the quality of education);
persons who, upon request regarding the possibility of creating special conditions for passing the national multi-subject test, were refused by the Ukrainian Center for the Evaluation of the Quality of Education due to the lack of organizational and technological capabilities (on the condition that a medical opinion stating the need to create certain conditions for passing the national multi-subject test, and the corresponding confirmation of the Ukrainian Center for the Evaluation of the Quality of Education about the impossibility of their creation).
Persons of these categories participate in the competitive selection based on the results of an individual oral interview or external independent assessment of 2019-2021 (in any combination of their choice), the national multi-subject test of 2022. If such persons are admitted to the competitive selection for an open or fixed competitive offer on the basis of a complete general secondary education, they participate in the competitive selection within the quota-1 for the places of the state or regional order (unless the application states: "I apply for participation in the competition exclusively for places at the expense of individuals and/or legal entities, notified of the impossibility of transfer within the scope of the admission campaign to places of state or regional order").
Entrants from among persons with visual impairments who use Braille in the learning process and need to create a special (special) condition under code 0205 List of special (special) conditions created for persons with special educational needs at points of external independent assessment , approved by the order of the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine dated August 29, 2016 No. 1027/900, registered with the Ministry of Justice of Ukraine on December 27, 2016 under No. 1708/29838, participate in the competitive selection based on the results of an individual oral interview or external independent assessment 2019-2021 (in any combination of their choice).
8.4. Entrance tests can be taken in the form of an individual oral interview instead of a national multi-subject test, and if the number of points for each of the subjects is not less than the minimum level established by the institution of higher education, they are allowed to participate in the competitive selection during admission to higher education based on the full general average the minimum level of education allowed to participate in the competitive selection:
persons whose place of residence is the temporarily occupied territory, the territory of settlements on the contact line or who moved from it after January 1, 2022.
Such persons participate in the competitive selection based on the results of an individual oral interview or a national multi-subject test.
If citizens of Ukraine from among such persons are admitted to competitive selection for an open or fixed competitive offer, they participate in competitive selection within quota-2 for places of state or regional order (unless the application states: "I apply to participate in the competition exclusively for places at the expense of individuals and/or legal entities, notified of the impossibility of transfer within the scope of the introductory campaign to places of state or regional order")
8.5. Take part in competitive selection within quota-1 for places of state or regional order (unless the application states: "I am applying to participate in the competition exclusively for places at the expense of individuals and/or legal entities, notified of the impossibility of transfer within the entrance campaigns for places of state or regional order"):
orphans, children deprived of parental care, persons from among them.
8.6. Persons who use the special conditions for participation in the competitive selection for obtaining higher education under the state (regional) order on the basis of complete general secondary education in accordance with paragraphs 2-5 of this section and were not enrolled in the places of the state (regional) order, have the right to participate in the competition on a general basis according to the competition score.
8.7. Subject to transfer to vacant positions of the state or regional order in accordance with the procedure provided for in the Admission Procedure and Rules, if they are enrolled in studies using other sources of funding for an open or fixed competitive offer and did not receive a recommendation for positions of the state or regional order (unless, in the application, it is stated: "I apply to participate in the competition exclusively for places at the expense of individuals and/or legal entities, informed about the impossibility of transfer within the scope of the admission campaign to places of state or regional order"):
1) children of deceased (deceased) persons, defined in the first part of Article 10i of the Law of Ukraine "On the status of war veterans, guarantees of their social protection", persons from among them;
2) persons, one of whose parents died or died as a result of wounds, mutilation, contusion or other health damage received during participation in the Revolution of Dignity;
3) persons, one of whose parents is a participant in hostilities on the territory of other states, who was killed (missing) or died as a result of injury, contusion or mutilation received during hostilities and conflicts on the territory of other states, as well as as a result of illness, associated with staying on the territory of other states during these actions and conflicts;
4) persons in whom one of the parents (adoptive parents) was a military serviceman who died or was recognized by the court as a missing person while performing his military service duties;
5) persons in whom one of the parents (adoptive parents) was a policeman who died or was recognized by the court as a missing person while performing his official duties, within three years after obtaining the appropriate general secondary education.
8.8. Can be transferred to vacant positions of the state or regional order in accordance with the procedure provided by the Procedure, if they are enrolled in studies using other sources of funding for an open or fixed competitive offer and did not receive a recommendation for the positions of the state or regional order:
persons with disabilities of groups I and II and children with disabilities under the age of 18 who are not contraindicated for study in the chosen specialty;
persons with disabilities from among participants in the liquidation of the consequences of the accident at the Chornobyl NPP and victims of the Chernobyl disaster, for whom a causal connection of disability with the Chernobyl disaster was established, patients suffering from radiation sickness as a result of the Chernobyl disaster (category 1) and persons who permanently lived in the zone of unconditional (mandatory) resettlement from the moment of the accident to the adoption of the decision on resettlement (category 2);
children of persons (as well as persons from among them who obtained a full general secondary education in the year of admission), recognized as injured participants of the Revolution of Dignity, participants in hostilities, persons with disabilities as a result of the war, in accordance with the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social protection";
miners who have at least three years of underground work experience, as well as within three years of completing general secondary education, persons whose parents are miners and have at least 15 years of underground work experience, or who died as a result of an accident at work or became persons with group I or II disability;
entrants who participated in the admissions campaign based on the results of a specially organized session of the national multi-subject test, master's complex test, master's test of educational competence submit documents within the time limits set by the Ministry of Education and Science of Ukraine and receive a recommendation for enrollment in the event of obtaining a competitive score that was sufficient for admission to places of state (regional) order with address allocation of budget places;
persons who use the special conditions of participation in the competitive selection for higher education under the state (regional) order on the basis of complete general secondary education in accordance with clauses 2-5 of this section and were not enrolled in the places of the state (regional) order (unless in the relevant applications it is stated: "I am applying to participate in the competition exclusively for places at the expense of individuals and/or legal entities, informed about the impossibility of transfer within the scope of the admission campaign to places of state or regional order")
8.9. They can be transferred to vacant positions of the state or regional order in the manner provided by the Procedure, if they are enrolled in studies based on other sources of funding for an open or fixed competitive offer, if they are enrolled in studies at the expense of individuals and/or legal entities, and did not receive a recommendation for places of state or regional order (unless the relevant applications state: "I am applying for participation in the competition exclusively for places at the expense of individuals and/or legal entities, notified of the impossibility of transfer within the scope of the admission campaign to places of state or regional order" ):
persons who are internally displaced persons in accordance with the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons";
children from large families (five or more children).
8.10. Military servicemen and persons involved in the Territorial Defense Forces, police officers, rescuers, members of the rank and file of the State Criminal Enforcement Service (in the case of availability of supporting documents) during admission to study for a master's degree at the expense of individuals and legal entities to higher military educational institutions institutions, institutions of higher education with specific conditions of study and military training units of institutions of higher education participate in the competitive selection based on the results of the professional exam only.
8.11. When applying for higher education at the expense of individuals and/or legal entities for competitive proposals, which, according to the Procedure and Rules of Admission, require the completion of a master's test of educational competence, entrants based on a master's degree (educational qualification level of a specialist) may, at their choice, or submit the result of the master's test of educational competence, or make an individual oral interview in a foreign language.
10.1. Persons who have submitted applications in paper or electronic form and are participating in the competitive selection for state and regional order places, after the admission committee has made a decision on recommendation for enrollment in accordance with the term specified in section V of this Procedure or in accordance with it, must must fulfill the requirements for admission to places of state and regional order: to personally submit the documents provided for in Section VI of the Admission Rules to the HPM admissions committee, as well as to conclude a study contract between the HPM and the applicant (with the participation of parents or legal representatives - for minor applicants).
Submission of the originals of the necessary documents for enrollment can be carried out in addition to personal submission by:
sending their scanned copies, with a qualified electronic signature of the entrant superimposed on the relevant files, to the email address of the Admissions Committee of the HPM, specified in the Register of subjects of educational activity of the EDEBO in the terms specified in section V or in accordance with it. If within twenty calendar days after the start of studies, the original documents are not received from the entrant (in person or by mail), then the enrollment order is canceled in terms of the enrollment of such a person.
The study contract (regardless of the sources of funding) between the GIIIM and the applicant (with the participation of parents or legal representatives - for minor applicants) is the basis for issuing an enrollment order. If the entrant fulfilled the requirements for enrollment without submitting documents in person, the enrollment order can be issued without concluding a contract. If the training contract is not concluded within twenty calendar days after the start of training (signed in person or with a qualified electronic signature), then this order is canceled in terms of the enrollment of such a person.
Submitted originals of documents are kept in the HPM throughout the entire period of study. An entrant whose last name, first name, patronymic (if available) has changed after receiving the educational document, on the basis of which admission is made, additionally personally presents to the HPM admissions committee a certificate of state registration of the act of civil status regarding the corresponding change and the issued based on the identity document, information about which is entered in the EDEBO. Persons who submitted applications in electronic form without applying a qualified electronic signature are also required to sign their own application printed by the admissions committee.
In the case of enrollment in studies at the expense of natural (legal) persons, an additional contract is concluded between the GIIIM and the natural (legal) person who orders a paid educational service for himself or another person, assuming financial obligations for its payment.
10.2. Persons who have received a recommendation for a place of state or regional order and have not fulfilled the requirements for enrollment in a place of state or regional order within the established terms specified in section V or in accordance with it (except for the cases specified in section XIII), lose their right in the current year for enrollment (transfer) to study by state and regional order.
Persons who have received a recommendation for a place of state or regional order and have fulfilled the requirements for enrollment in a place of state or regional order within the established terms specified in section V or in accordance with it, are subject to enrollment.
